PCT NATIONAL PHASE ENTRY
Syria

The Syrian Arab Republic has been a member of the Paris Convention for the Protection of Industrial Property since September 01, 1924, and joined the Patent Cooperation Treaty (PCT) on June 26, 2003, reflecting its longstanding commitment to international intellectual property frameworks. 

In Syria, the national phase of an international (PCT) application must be entered within 31 months from the priority date. 

The application is filed in Syria in English and Arabic. The Arabic translation can be submitted within three months from the filing date. However, the English specification or translation must be submitted at the time of national phase entry. 

In Syria, a reinstatement of the application under certain conditions is allowed, such as demonstrating that the late filing was unintentional and that due care was exercised.  

The documents required to file the national phase application in the said country are as follows:

• Power of attorney: The original Power of Attorney, duly notarized and legalized up to the Syrian consulate must be submitted to the Patent Office within 2 months from the date of filing of Syrian application. 

• Deed of Assignment: The original Deed of Assignment, duly notarized and legalized up to the Syrian consulate must be submitted to the Patent Office within 2 months from the date of filing of Syrian application. 

There is no cost exemption available for patent application in Syria. 

The substantive examination begins automatically after filing. No separate request for examination is needed in Syria.  

In Syria, annual renewal fees must be paid prior to each anniversary of the patent application's filing date to ensure its renewal. 

In Syria, a patent remains valid for 20 years from the date of the international filing. 

Syria's Innovation Index, according to the Global Innovation Index (GII), had a score of 23.70 in 2013 and ranked 134th globally. 

In response to the Syrian refugee crisis, the World Bank has played a pivotal role in supporting host countries through innovative and inclusive financing. With nearly US$3 billion in concessional funding, it has helped Jordan and Lebanon strengthen healthcare, education, employment opportunities, and local infrastructure, directly benefiting both refugees and local populations. 

The Lebanon Syria Crisis Trust Fund, supported by a coalition of international donors, has successfully financed essential emergency projects, enhancing municipal services, social protection systems, and access to quality public services. These collaborative efforts have significantly contributed to building resilience and stability in the region.
